Today, when Kazakhstan is moving towards a post-industrial world ruled by the triad "education - science - innovation", knowledge and professionalism are an absolute pass to the third millennium. In this regard, the system of technical and vocational education requires a qualitative modernization, which should be aimed at a detailed consideration of the needs of the market and a diversified economy.

The generation of young people is the most mobile, flexible, energetic part of society, and it is they who must become the driving force behind the country's new economy. Modern knowledge, hard work and youth initiative are needed. Only under the condition of dedication, diligence and diligence of young people, the opportunities of the Kazakhstani economy can turn into real benefits for it.

Elbasy is convinced that the most important mission of spiritual modernization is to reconcile the various poles of national consciousness. Several directions of modernization of consciousness of both society as a whole and of every Kazakhstani were identified: competitiveness, pragmatism, preservation of national identity, cult of knowledge, evolutionary, not revolutionary development of Kazakhstan, openness of consciousness
